Daniel Brent
CEO

Daniel Brent

U.S. Navy veteran and co-owner of OCEANS LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB). Since founding the company in 2012, he has guided it through multiple presidential administrations and several government shutdowns while maintaining uninterrupted operations and reliable delivery for federal clients amid evolving priorities, budget constraints, and regulatory changes. Deep expertise in enterprise-level information sharing and in-situ commercial anti-piracy operations; subject-matter expert delivering secure, scalable solutions in the Maritime and Unmanned Aerial Systems (UAS) / Counter-UAS (cUAS) domains. His leadership has driven critical advancements in interoperability, data integration, and real-time information exchange for defense and homeland security stakeholders.

Paul Morrisseau
CTO / President

Paul Morrisseau

Ocean and systems engineer with bachelor's and master's degrees from Florida Atlantic University. Serves as Chief Systems Engineer for DHS S&T's Borders and Maritime Security Division, leading enterprise architecture and agile capability integration across DHS components. Has guided multiple systems from IRAD through to Program of Record, and has served as multi-domain IT system owner on contractor engagements — bringing both the engineering rigor and the program-management discipline that move capabilities from prototype to operational fielding.

Mike Matechak
Executive Growth Advisor

Mike Matechak

Michael has teamed with the OCEANS Leadership team at DHS for more than a decade and officially joined the team in 2025. He collaborates with OCEANS Engineering teams supporting C-UAS mission operations for border security, maritime operations, and urban defense. In his role, he leads strategy and growth to increase OCEANS brand awareness, contract pursuits, and overall business development. He is a serial entrepreneur and brings 30+ years delivering IT strategy, business intelligence, and geospatial services for the mission.

Momena Ali
Portfolio Manager

Momena Ali

Momena Ali is a Portfolio Manager with more than eight years of experience supporting the U.S. Department of Homeland Security in counter-UAS, homeland security technology, and operational systems integration. She specializes in systems engineering, operational test and evaluation (T&E), red teaming, and the transition of emerging technologies into operational use.

Momena has designed and led operational test strategies that evaluate technology under realistic mission conditions, helping federal agencies assess performance, identify operational risks, and inform acquisition decisions. She has helped establish first-of-their-kind C-UAS test environments at Miami International Airport and Los Angeles International Airport, briefed congressional and senior executive leadership, and supported technology integration across DHS and interagency partners. Her experience spans program leadership, systems engineering, operational planning, and the deployment of mission-critical capabilities into complex operational environments.

Momena holds a Master's degree in International Affairs from American University in Washington, D.C. She is a certified Project Management Professional (PMP), an active pilot, and participates in several international affairs and national security fellowships, bringing both operational and strategic perspectives to emerging security challenges.

Jamie Hayes

Specializes in performance testing, systems integration, and advanced sensor solutions, with experience supporting technical analysis and emerging-technology research for the Department of Homeland Security. Her background in intelligence, surveillance, and reconnaissance (ISR) and detection informs a practical, systems-based approach to evaluating and integrating technologies that enhance security and operational effectiveness.

Sr. Solutions Architect

Daniel Trimper

Daniel Trimper is a Senior Solutions Architect with more than 15 years of experience designing, implementing, and modernizing enterprise-scale software systems. Daniel supports the Department of Homeland Security's Customs and Border Protection (CBP) and Science and Technology (S&T) Directorate, applying enterprise IT architecture and cloud modernization capabilities to advance mission objectives. His background spans Retail, Fintech, and Automotive industries, where he has led the transformation of large, complex application landscapes through domain-driven design principles, microservices architectures, and robust API integrations. He leverages cloud technologies to deliver scalable, resilient solutions that improve operational efficiency and system agility.

Aaron Winkler
Senior Frontend Architect

Aaron Winkler

Aaron has had a front-row seat to how large organizations tackle complex technical challenges. These days, he focuses heavily on frontend development and architecture. He acts as the bridge between engineering teams and the shared component libraries they rely on, turning messy problems into clean code. His goal is always to prove that a well-built UI framework makes developers faster rather than holding them back. Currently, Aaron is applying this approach to support the Department of Homeland Security's CBP and S&T directorates, building reliable frontend tools to advance their core missions.
